South Barber Recreation Commission
The South Barber Recreation Commission is a joint effort of the City of Kiowa and the South Barber School District. Two board members are chosen for three year terms by each sponsoring agency and the fifth member is selected by those members. A tax levy is made by the School district as the larger unit to support its activities.

Marlo Rugg serves as Secretary and contact person.
Mission Statement – It is the responsibility of the Recreation Commission to plan and implement a well rounded comprehensive recreation program for the citizens of the community. A comprehensive program shall include recreation programs for all age groups.
South Barber organizes and sponsors all season sports activities for youth, recreation activities for senior citizens and enrichment activities for all ages.

The Kiowa Community Building supports many community activities. The building contains a 5,000 sq foot room with stage, kitchen and band area, a Food Bank, Health Department satellite office, VFW meeting room, South Barber Recreation Commission room, Handicapped accessible restrooms and Borderline Theater space.
May be rented for wedding receptions, dances, reunions or other gathering for $50 per day with a $200 deposit; or if alcohol is to be served, $150 per day and $300 deposit. For scheduling contact City Office at 620-825-4127.
Barber County Health Department
Located in the community building, is open every Monday from 10-12 a.m. and By Appointment from 1:- 2:30.

Kiowa Food Bank
Located in the Community Building, provides emergency food assistance to area residents. Open 1st Friday and 3rd Wednesday of each month from 10:00 -12:00 A.M.
A Brief History:
The Community Building was purchased by the Kiowa VFW and American Legion Posts in 1946. Once used as a theater by the Alva, OK prisoner-of-war camp during WWII, the building was dismantled and re-assembled from the original blueprints where it currently stands. For years the building was used for large gatherings, dances and basketball games. In 1982 the Myrtle King Estate donated money for repairs to the building. In 1985 the veterans groups donated the building to the city as part of a Community Development Block Grant process to remodel the building. In 1986 the city was awarded a CDBG for $121,000 to remodel the building. Construction was completed in 1988 and resulted in the building appearing as it now does. The building has continued to be used for large meetings, social events, wedding receptions, theater performances and much more.
